[SOS-PCA] WEB: SOS website updated to use Omernik

Hi everyone,

The transition of the SOS website to use data for Omernik Level III 
Ecoregions instead of the previous TNC ones is completed.  You can get a 
printable on normal paper map and descriptions at 
http://www.nps.gov/plants/sos/pdf/index.htm

The Omernik map is too detailed to make a usable clickable version, so the 
ecoregional map search page only has clickable text links.  The other 
search pages are still similar to what they were like before.
