[SOS-PCA] Bend Hours and Shipping Deadling

Hi Folks,

In case you have 2015 seed to send to Bend, please note their holiday hours.

The extractory will be open until 11:30 am on Thursday December 24th and
Thursday December 31st.  They will be closed on Friday December 25th and
Friday January 1st.

Please plan to ship all of your seed as soon as possible. At the latest,
please ship all of your 2015 material at Bend prior to January 31st.
