[PCA] NEWS: NatiVeg Plant Selection Tool

It depends on what one's definition of "native plant" is, as to whether the
NAS Native Plants Database is accurate, useful, appropriate to use for
one's purposes.

Organizations like the California Native Plant Society tend to limit the
notion of "native plant" to mean "locally native" when discussing
restorations, servicing (local) native animal species, etc. --"local"*
meaning generally in the area where that particular species* of plant has
evolved, adapted to the immediate surrounding conditions* and co-inhabiting
organisms.

In that sense of "local", the NAS database does not serve one's ZIP Code
very well at all.

*  Yeah, "local", "species", "immediate surrounding conditions", are all
soft, hardly objective terms. But, the general idea is that the sense of
distance (remoteness, proximity), isolation, evolutionary selection in
context, etc. enter into the equation of what makes a species "native".
