In the late 19th century, the government of Jamaica recognized that there 
was wanton destruction of forests in the country as agricultural 
production increased.  To address these problems, the Forestry Department 
of the Ministry of Agriculture and Lands was created to manage and 
conserve the country?s forests.  It was responsible for declaring crown 
lands and other public lands as forest reserves and for acquiring denuded 
private lands. A reforestation program for these denuded areas was 
subsequently started.

Today, the Forestry Department ensures the protection of forests to 
maintain a regular water supply, to reduce major flooding in the lowlands 
and to maintain soil fertility.   It is also responsible for ensuring 
sustainable use of forest products and the non-destructive use of forests 
for recreational activities.  The Forestry Department implements 
strategies that include community participation, co-operative management, 
public education, investments and incentives and public-private 
collaboration.  The Forestry Department is a key partner in implementing 
the US Agency for International Development -US Forest Service Protected 
Areas and Rural Enterprise project. 

Marilyn Headley, the Chief Executive Officer/Conservator of Forests, and 
Keith Porter, Senior Director for Regional Operations, will give a 
presentation on Jamaica's Forestry Department, specifically on managing 
the country?s forest resources.  They will outline novel approaches to 
address forest conservation in Jamaica and some unique challenges they 
face as they move forward.
