[MPWG] White List Clarification

Here's a little more information about this subject, which was passed 
along to me by a listserve member: 

According to the APHIS website (<
http://www.aphis.usda.gov/plant_health/acns/downloads/canadian_greenhouse.pdf 
>), it appears that this list only applies to an expedited program that 
essentially by-passes some phytosanitary regulations for imports/exports 
across the CA/US border.

Still looking for actual documents from the Canadian government to better 
understand the motivation/details on this proposal. If anyone finds it, 
please post to the list.
