[SOS-PCA] WEB: Protocol Updated

Just wanted to let you all know that the protocol has been updated.  The 
big change is the insertion of the SOS Clearance Form for the Bend Seed 
Extractory as Appendix 5(some appendix numbers have been changed because I 
put it in with the other forms) and associated instructions integrated 
into Section 17 (the one about shipping to Bend).  Mary will probably go 
over these changes on the SOS Collectors' Call next week or you can email 
her if you have questions.
