[SOS-PCA] January Collectors' Call Notes

Attached are the meeting notes from our call on January 9th.
3 important notes:
*The collecting season ended on Dec. 31st, and that will be the official
ending date every year
*BLM teams should spend at 35% until Feb. 15th
*The garden collectors are included in 8 people needed to hold the SOS
Course 'Seed Collection for Conservation and Restoration'

If anyone has budget type questions, give me a call. I will try my best to
answer them or track Peggy down.
