[SOS-PCA] Available species (previously assigned to CA170)

CA170 will be unable to collect the following species, so these are now
"released" for other collecting groups to request them.  As always, it's
the first collecting group that asks for a species that gets it added to
their official list.  So let us know if you want one or more of these:

Allium fimbriatum
Glyptopleura marginata
Lupinus odoratus
