Lawsuit accuses FEMA of ignoring species threats

ALBUQUERQUE, N.M. -- The Federal Emergency Management Agency is being sued 
again over accusations that it violated the Endangered Species Act by 
issuing flood insurance without determining whether development would 
impact imperiled plants and animals.
