[PCA] Public Comments Requested: Dept of Interior - Strategic Plan

The Department of Interior (DOI) is requesting public comment on it's 
strategic plan for the 5 year period beginning in 2007.  Public comments 
are being accepted until October 22, 2006.

Issues of potential relevance to Plant Conservation Alliance Members and 
Cooperators:
Based on issues raised at Plant Conservation Alliance meetings and over 
the PCA listserves, the following items may be of interest to listserve 
members: 
>DOI includes the following government agencies (several of which are PCA 
Member Agencies, http://www.nps.gov/plants/mou): Bureau of Indian Affairs, 
Bureau of Land Management, Bureau of Reclamation, Minerals Management 
Service, National Park Service, Office of Surface Mining, U.S. Fish and 
WIldlife Service and the U.S. Geological Survey.  Many of these agencies 
are PCA Members.
>The draft plan discusses issues pertaining to factors affecting the 
Native Plant Materials Development program, the role of traditional 
ecological knowledge 
in decisionmaking, the importance of inter-governmental and 
governmental/non-governmental partnerships, volunteerism, resource 
protection and resource use priorities. 
>Specific items mentioned under the GPRA Goals and Measures include: 
Forest products (Resource Use: Goal 3), Fuels reduction (serving 
Communities: Goal 1). 
>Wildland Fire is discussed on pages 11 and 12. 
>Public meetings are already underway around the country.

DOI Government Performance and Results Act (GPRA) Strategic Plan

(as required by the Government Performance and Results Act of 1993)

Interior’s GPRA Plan sets out specific goals for our four mission 
responsibilities: Resource
Protection, Resource Use, Recreation, and Serving Communities. It 
establishes measurable
performance targets in each area, along with targets for Departmental 
management
initiatives.

Strategic Plan

ACTION: Request for Comments on the Revised Department Strategic Plan for 
FY 2007–2012 AGENCY: Office of the Secretary, Interior. [79FR49468]

SUMMARY: The Department of the Interior (DOI) is seeking public comment on 
its draft GPRA strategic plan for fiscal year 2007–2012. 

DATES: Comments should be provided no later than 60 days following the 
publication of this notice.

accepted until October 22, 2006.]

SUPPLEMENTARY INFORMATION:

In particular, Interior would be interested in viewpoints on effective 
quantitative, outcome-oriented performance measures that are proposed for 
the following areas: (a) Law enforcement (as it applies to resource 
protection and public safety on public lands), (b) science (both in terms 
of the applications of science and of advancing knowledge in natural 
resource areas), (c) energy access (specifically if a more readily 
understandable context for measurement is possible for example, see 
Resource Use measures #2 and 8), and (d) recreation capacity (whether 
recreation mission measures #4–5 are satisfactory indicators of increased 
capacity). However, this request for comments is not intended to be 
limited to these topics.

Information regarding public meetings

[The meetings have already begun!]

Interior is...organizing opportunities to discuss the draft revised FY 
2007–2012 GPRA plan at several meetings across the country during the next 
several months. Public and tribal meetings are currently set for the week 
of August 27 in Anchorage, Alaska. Additional meetings are expected to be 
set in most or all of the following locations in September or early 
October: Sacramento, Phoenix, Albuquerque area, Denver, Minneapolis, and 
Washington, DC.
