The European Herbal Infusions Associaiton (EHIA) has some market data posted at their site, but you might also contact them: http://www.ehia-online.org/index.html
But their membership is only dealing with beverage teas, not medicinal teas, an entirely separate market.
Sidroga is the largest medicinal herb tea company in the German speaking countries (Austria, Germany and Switzerland). They are a pharmacy-only brand. Their website provides information on the size of the company and their annual turnover: http://www.sidroga.ch/en/2900.htm
Some Central-European tea brands are pharmacy only (e.g. H&S and Sidroga) while others are found in pharmacies, drugstores, and natural food stores (e.g. Kneipp, Salus Haus, Weleda).
There are, of course, various expensive reports that one can purchase, like the following (although I don't know the quality of the below reference report, it is just an example):

Hi
I am a third year nutrition BSc student in the UK. I am working on my
project: the antioxidant activity of herbal and fruit teas. I am
looking for some information on the consumption or popularity of
medicinal teas (as prepared from loose herbs) in the UK, Europe and
America. I have searched all of the journal databases and have found
nothing so far.
Does anyone know if where I can get hold of the information that I am
looking for?
