[APWG] Bamboo

I have a neighbor who decided that bamboo would make a good barrier between
his house and the surrounding townhomes.  It's now growing in several of
our yards.

Can anyone tell me if bamboo a noxious weed in Virginia?  Or, are there
other 'categories' of consideration that would give me some "leverage" in
getting my homeowner's association to take some action?
