<br><font size=3 face="Franklin Gothic Book"><b>Duties and Responsibilities:</b>
The Government Affairs Director oversees and directs the legislative work
of the Association before the U.S. Congress, and the public policy work
of the Association before the federal Executive Branch agencies, including
the U.S. Fish and Wildlife Service, Bureau of Land Management, National
Park Service, U.S. Geological Survey, U.S. Forest Service, Natural Resources
Conservation Service, Farm Service Agency, Animal and Plant Health Inspection
Service, National Marine Fisheries Service, Department of Defense, Environmental
Protection Agency, Corps of Engineers, and the Council on Environmental
Quality. The incumbent works with the Western Governors’ Association,
the National Governors’ Association, the National Association of State
Foresters, Environmental Council of the States, Association of State Wetland
Managers, American Association of State Highway and Transportation Officials,
and other state executive branch organizations on natural resource issues
of mutual interest. The incumbent also works extensively with all
national conservation, land and environmental NGOs. Because the Association
represents State Fish and Wildlife Directors who are political appointees,
the incumbent must be able to work effectively in a bipartisan manner.</font>
<br><font size=3 face="Franklin Gothic Book">Specific responsibilities
include:</font>
<p><font size=3 face="Franklin Gothic Book">All Congressional fish and
wildlife, natural resource and environmental legislation including ESA,
CWA, Farm Bill, Transportation bill, all public lands organic acts (e.g.,
NWRSIA, FLPMA, NFMA, Sikes Act), hunting, fishing, and trapping issues,
energy development and transmission, budget, funding initiatives, and appropriations.
The incumbent supervises one (1) full staff whose portfolio is the
Farm Bill and its implementation. The incumbent also supervises the
International Resource Director; and the Furbearer Research Coordinator
(located in Missouri). The incumbent oversees development of a position
on germane legislation or policy by the state fish and wildlife agencies
working through the Association’s subject matter Committees, coordinates
state advocacy efforts, prepares and presents advocacy before Congress
on all legislative initiatives and before the Executive Branch agencies
on all policy initiatives. The incumbent works frequently with Congressional
Committees including House Natural Resources, House Agriculture, House
Appropriations, Senate Environment and Public Works, Senate Energy and
Natural Resources, Senate Agriculture, and Senate Appropriations. </font>
<p><font size=3 face="Franklin Gothic Book"> </font>
<p><font size=3 face="Franklin Gothic Book">The incumbent directs a review
of 14 federal natural resource, land and agriculture agencies’ funding
requests as reflected in the President’s annual budget, and assembles
AFWA Appropriations Recommendations therefor.</font>
<p><font size=3 face="Franklin Gothic Book"> </font>
<p><font size=3 face="Franklin Gothic Book">All public lands policy including
regulations, rules, manuals, and Directors Orders that affect the states
and fish and wildlife, and other natural resource conservation, are in
the incumbent’s portfolio for review and coordinated comment by the state
fish and wildlife agencies. The incumbent staffs the State Director
members of the state-federal ESA Joint Task Force, and must have working
knowledge of ESA implementation.</font>
<p><font size=3 face="Franklin Gothic Book"> </font>
<p><font size=3 face="Franklin Gothic Book">The incumbent facilitates state
fish and wildlife agency coordination on energy development and transmission
issues, conventional and renewable, not with respect to specific site review
but from the broader policy perspective ensuring that states are aware
of and have opportunities to participate in the process with federal agencies,
other state agencies, and industry at the very earliest opportunity.</font>

<p><font size=3 face="Franklin Gothic Book">The incumbent coordinates all
fish and wildlife disease issues to ensure a coordinated national approach
by the state fish and wildlife agencies in cooperation with the federal
agencies on Chronic Wasting Disease, Viral Hemorrhagic Septicemia, Avian
influenza, White –nose Syndrome, and others.</font>
