[PCA] FUNDING: Regional Conservation Partnership Program - Funding Announcement and Request for Proposals (how to apply webinar 9/26; proposals due 12/3)

The Natural Resources Conservation Service (NRCS) announced last week that
up to $300 million is being made available for Regional Conservation
Partnership Program (RCPP) projects for FY 2019.

The application period for RCPP is open from September 3, 2019 through
December 3, 2019.

RCPP eligible partners include private industry, non-government
organizations, Indian tribes, State and local governments, water districts
and universities.  Partners may request between $250,000 and $10 million in
RCPP funding through this funding announcement.  Partners are expected to
make value-added contributions to amplify the impact of RCPP funding.

Proposals are due December 3, 2019.

Single or multi-state projects receive 50 percent of funding and projects
in any of eight "Critical Conservation Areas" as designated by the
Secretary of Agriculture will receive 50 percent of the funding:

A webinar for partners interested in applying for an RCPP project is

A webinar on how to use the RCPP portal will be scheduled once the portal
is ready to accept applications. Information on how to participate in
this webinar
will be posted to the RCPP website as it becomes available.

At least 4 weeks prior to the application deadline, and before starting an
application in the RCPP portal, eligible entities interested in applying to
RCPP are advised to request a meeting with the appropriate NRCS State
Coordinator.

This Announcement of Program Funding (APF) only applies to FY2019 and does
not cover Alternative Funding Arrangements.

The 2018 Fram Bill authorized the NRCS to renew successful RCPP projects
and intends to provide up to $50 million for renewals in FY 2020. Projects
where 90 percent or more of the allocated NRCS financial assistance funds
are obligated or scheduled for obligation by September 30, 2020, will
receive priority consideration for renewal. State offices should advise all
RCPP lead partners of renewal opportunities by September 1, 2019. Lead
partners must complete a self-assessment worksheet (attached in the
bulletin) by September 16th. NRCS will then make renewal selections by
