[PCA] Report studied New Mexico fuel treatment efforts (12/23/15 NACD-Forestry Notes)

A recent report has assessed wildfire mitigation activities in the
wildland-urban interface (WUI) of New Mexico to identify which strategies
are most effective. The report, entitled Evaluating the Effectiveness of
Wildfire Mitigation Activities in the Wildland-Urban Interface, studied how
modeled fuel treatments changed wildfire behavior in 12 WUI areas; analyzed
data from over 2,000 assessments of home wildfire hazard to better
understand how those hazards are distributed and change over time; and
examined nine Community Wildfire Protection Plan (CWPP) case studies, which
integrate the different elements of wildfire mitigation.

See also: Page 16 of the above report mentions that the California Public
Resource Code 4291 limits plant choice as a mitigation measure.  I looked
up the could, which reads: (CAPS added for emphasis):

"(e) The Department of Forestry and Fire Protection shall develop,
periodically update, and post on its Internet Web site a guidance
document on fuels management pursuant to this chapter. Guidance shall
include, but not be limited to, REGIONALLY APPROPRIATE
VEGETATION MANAGEMENT SUGGESTIONS THAT
PRESERVE AND RESTORE NATIVE SPECIES,
minimize erosion, minimize water consumption, and permit trees near
homes for shade, aesthetics, and habitat; and suggestions to minimize
or eliminate the risk of flammability of nonvegetative sources of
combustion such as woodpiles, propane tanks, decks, and outdoor lawn
furniture."
