[PCA] Bring back the wildflowers

The Florida Wildflower Foundation's roadside wildflower pilot program in the
Panhandle was recently presented at the annual Florida Native Plant Society
conference. This model, which includes county resolutions and the
organization of a regional alliance, can work throughout the United States.
