Thanks for all of your help!  I have all of the info that I needed now.

I found out that the newer version (2001 versus older undated 1998 version) of the book doesn't really contain any new info on plant monitoring, although it includes a couple of chapters on animal monitoring.

You can get a pdf format copy of the 1998 version at: http://www.blm.gov/nstc/library/techref.htm 

Or you might still be able to get a book version of the 1998 edition at:
Bureau of Land Management, National Business Center, BC-650B, P.O. Box 25047, Denver, Colorado 80225-0047

If you want a hard copy of the 2001 book, Monitoring Plant and Animal Populations, you'll have to purchase it through Amazon or the publisher, Blackwell Science.
