[PCA] Chevron oil spill in Salt Lake foothills canyon; Red Butte Garden impacted

We had a 21,000+ gallon oil spill of our own over the weekend:

The underground pipeline (reported as being a 10 inch pipe) rupture was apparently just 
south of Red Butte Garden which is on/near the University of Utah campus in Salt Lake 
City.    The cause of the leak is under investigation.

And the sad thing is that Chevron's sensors didn't even pick it up - it started Sat night 
and it wasn't noticed by someone until 7am the following morning, and so essentially 
was leaking all night.  

The oil quickly flowed into a major north-south waterway (Jordan River) despite a quick 
government/agency response, and at last report was going to reach the Great Salt Lake.

While a small leak, this will no doubt lead to millions of dollars of damage and it is highly 
questionable whether this can ever be fully "mitigated."
