[PCA] Florida Wildflower Foundation resolution to preserve roadside wildflowers

The Florida Wildflower Foundation has developed a wildflower resolution that
it is asking the state's counties to adopt. It recognizes the historical,
cultural and environmental significance of the state's native wildflowers
and smoothes the way for reduced mowing of roadsides.

We're having good success with its adoption since rolling it out this
