Request for Proposal: 

Survey of Sustainable Seed Harvesting, Conditioning, and Storage Methods
for Florida Native Wildflowers

Proposals must be received by 5 p.m. Jan. 15, 2010.  Investigators are
responsible for ensuring that submissions are received by the deadline.
Electronic submissions are preferred.

 

The Florida Wildflower Foundation wants to help facilitate the availability
of seeds derived from Florida sources (often referred to as Florida ecotype)
for use in direct seeding projects and seed packets, as well as for
production of containerized plants.  As part of this effort, the Foundation
seeks to provide seed producers with information about economically and
ecologically sustainable methods for the commercial harvesting,
conditioning, and storage of showy wildflowers native to Florida.  

 

To help achieve that goal, the Foundation is seeking proposals for a
comprehensive review of the literature (scientific and nonscientific) and
anecdotal evidence pertinent to the issues mentioned above for one or more
of the following species (prioritized):

 

.      Gaillardia pulchella (required)

.      Phlox drummondii

.      Vernonia gigantea

 

Potential sources of information include: USDA Plant Material Centers; USDA
National Seed Lab; USDA National Plant Germplasm System; USDA publications;
Plant Conservation Alliance; Native Plants Plant Propagation Database;
Proceedings (for example, Florida State Horticultural Society, International
Plant Propagators Society, Southern Nursery Association; other national and
regional meetings); University/Departmental Research Reports and
Newsletters; Perennial Plant Association; Botanic Gardens (for example, Bok
Tower, Fairchild, Marie Selby BG; Chicago BG; Missouri BG); Iowa Ecotype
Project; Native Seed Production manuals

 

Information shall be compiled in a searchable MS Access 2007 database, or a
database that is fully compatible* with MS Access 2007. (*Fully compatible -
Must provide evidence of compatibility beyond software manufacturer's
documentation.)  Anecdotal information must include name, business (if
applicable), city, state, address, phone and email.  Compiled information
shall also be provided as bibliography in PDF format.  Web links to
literature are highly desired.

 

**Proposals may also include an evaluation of seed conditioning methods
based on information compiled during the literature review.**

 

Each proposal (double spaced; 1-inch margin) submitted for consideration
must include: 

o   Qualifications of investigators (1 page maximum per investigator),
including knowledge about native wildflowers and grasses, and seed
production of pre-variety germplasm of native wildflower and grasses.

o   Involvement of undergraduate or graduate students is welcomed and is
consistent with Foundation goals. However, student name(s) and
qualifications must be noted in the same manner as other investigators.

.         Access to facilities/resources that enable completion of this
project within 12 months (or 24 months if seed conditioning methods are
evaluated) (1 page or less).

.         Methods - use of phone or face-to-face communications as a
provision in case of failure to contact sources via electronic
correspondence (email, social networks, etc.).

.         Budget.

 

Also, 

.         Progress reports (2 pages or less; double-spaced; 1-inch margins)
at 6 months (and 12 and 18 months if seed conditioning methods are
evaluated).

.         Draft final report due 30 calendar days prior to the end of the
contract; double-spaced and 1-inch margins.

.         The length of the contract shall not exceed 12 months (or 24
months if seed conditioning methods are evaluated) with the following
exception: a one-time only contract extension of 3 months only shall be
granted with written justification (submitted to the Research Committee
Chair) and if approved by the Research Committee. The request must be
submitted to the Research Committee Chair at least 6 weeks prior to the
contract deadline.

.         The starting date for the contract shall be 20 business days after
receipt by the PI of FWF funds.

.         Contract funds shall be paid in installments as follows:

o   No evaluation of seed conditioning methods - 60% at start of contract;
40% after the final report is approved by Research Committee.

o   Seed conditioning methods evaluated - 50% at start of contract; 30%
after the 12-month progress report is received and approved by the Research
Committee; 20% after the final report is approved by Research Committee.

.         The FWF does not pay overhead costs. 

 

Other factors that will be considered when proposals are evaluated:

 

- Other sources of funding dedicated to this project, both cash and in-kind
support. 

- Inclusion of full text versions of the literature on CD-R or DVD-R (not
DVD+R).
