Attached please find the 2009 Federal Register notice for "Importation
of Plants for Planting; Establishing a Category of Plants for Planting
not Authorized for Importation Pending Pest Risk Analysis."  The
regulation will alter what can and cannot be brought into the US from
offshore by adding a new category of plants for planting: Not authorized
pending pest risk assessment (NAPRA).

Most on this distribution list are aware that  USDA APHIS has been in
the process of rewriting Q-37 rules for several years. This new
category, NAPRA, was a concept they have discussed for a long time as a
means to allow them to tighten regulations around 1) problem plants
(read potential invasives) and 2) plants that may serve as a host for or
harbor quarantine pests (insect/disease). The how's and whys of NAPRA
are included in the Federal Register notice that appeared yesterday and
is attached.  Comments will be accepted through October 21.
