Westerners say federal rules make wildfires worse

BOISE, Idaho (AP) -- Wildfires in several western states have stirred 
embers of the "Sagebrush Rebellion," as ranchers and politicians have 
criticized federal agencies, the courts and environmentalists over 
policies they say are contributing to the fires.
