Next Generation Risk Assessments: Incorporation of Recent Advances in
Molecular, Computational, and Systems Biology; External Review Draft, 59927

AGENCY: Environmental Protection Agency (EPA).

ACTION: Notice of public comment period and external peer review.

EPA is announcing a 45-day public comment period for the draft document
titled, ‘‘Next Generation Risk Assessment: Incorporation of Recent Advances
in Molecular, Computational, and Systems Biology [External Review Draft]’’
(EPA/600/R–13/214A).

"The landscape of chemical risk assessment is rapidly changing as a result
of phenomenal advances in molecular systems biology, reports from the
National Research Council, improved understanding of gene-environment
interactions, and volumes of new toxicity data from the United States and
Europe. In response, EPA initiated the “Advancing the Next Generation of
Risk Assessment” (NexGen) effort, which aims to create a faster and more
cost effective system for chemical risk assessment by incorporating new
chemical testing data and advances in molecular and systems biology
technologies. This effort involves the National Institutes of Environmental
Health Sciences, the Centers for Disease Control and Prevention, National
Institutes of Occupational Health and Safety, the Food and Drug
Administration’s National Center for Toxicological Research, the National
Human Genome Research Institute, California’s Environmental Protection
Agency, the European Chemical Agency and the European Joint Research
Center, as well as several academic institutions."

The draft document and EPA’s peer review charge are available via the

DATES: The 45-day public comment period begins September 30, 2013, and ends
November 14, 2013. Technical comments should be in writing and must be

AGENCY: Forest Service, USDA.

ACTION: Notice; request for comment.

SUMMARY: In accordance with the Paperwork Reduction Act of 1995, the Forest
Service is seeking comments from all interested individuals and
organizations on the proposed information collection, Generic Information
Collection for Land Management Planning.

DATES: Comments must be received in writing on or before November 29, 2013
to be assured of consideration. Comments received after that date will be
considered to the extent practicable.

Revision of the Land Management Plan for the Francis Marion National Forest

SUMMARY: The Francis Marion National Forest, located in South Carolina, is
initiating the development of a land management plan revision (forest plan)
for the Francis Marion National Forest (NF). A Draft Assessment is being
posted to our Web site. We are inviting the public to help us develop a
preliminary “need for change” and a proposed action for the land management
plan revision.

ACTION: Notice Of Initiating The Development Of A Land Management Plan
Revision For The Francis Marion National Forest.

DATES:  A draft of the Assessment report for the revision of the Francis
Marion NF land management plan will be posted on the following Web site at
www.fs.usda.gov/goto/scnfs/fmplan by October 11, 2013.

Public meetings associated with the development of the preliminary “need
for change” and a proposed action will be announced on the Web site cited
above.

It is anticipated that the Notice of Intent to prepare an environmental
impact statement (which will accompany the land management plan revision
for the Francis Marion NF), will be published in the Federal Register
around January to February 2014

Willingness to Pay Survey for Santa Cruz River Management Options in
Southern Arizona, 59017

SUMMARY: The Environmental Protection Agency has submitted an
information collection request (ICR), ``Willingness To Pay Survey for
Santa Cruz River Management Options in Southern Arizona (New)'' (EPA
ICR No. 2484.01, OMB Control No. 2080-NEW) to the Office of Management
and Budget (OMB) for review and approval in accordance with the
Paperwork Reduction Act (44 U.S.C. 3501 et seq.). This is a request
for approval of a new collection. Public comments were previously
requested via the Federal Register (78 FR 26773) on May 8, 2013 during
a 60-day comment period. This notice allows for an additional 30 days
for public
comments. A fuller description of the ICR is given below, including
its estimated burden and cost to the public. An Agency may not conduct
or sponsor and a person is not required to respond to a collection of
information unless it displays a currently valid OMB control number.

DATES: Additional comments may be submitted on or before October 25, 2013.

Cleveland National Forest, California, SDG&E Master Special Use Permit and
Permit To Construct Power Line Replacement Projects EIR/EIS

AGENCY: Forest Service, USDA.

ACTION: Notice of intent to prepare a joint Environmental Impact Report/
Environmental Impact Statement.

SUMMARY: Pursuant to section 102(2)(C) of the National Environmental Policy
Act of 1969 (NEPA), as amended, notice is hereby given that the Cleveland
National Forest (CNF), together with the California Public Utilities
Commission (CPUC), intends to prepare a joint Environmental Impact Report
and Environmental Impact Statement (EIR/EIS), for the San Diego Gas &
Electric Company (SDG&E) Master Special Use Permit and Permit to Construct
Power Line Replacement Projects. The Master Special Use Permit would
authorize SDG&E to upgrade and/or relocate certain electric powerlines on
National Forest System lands, while providing for the operation and
maintenance of the SDG&E electric powerline system.

DATES: All scoping comments must be received by November 7, 2013.

Cokeville Meadows National Wildlife Refuge, Lincoln County, WY, Draft

ACTION: Notice of availability; announcement of meeting; request for
comments.

SUMMARY: We, the U.S. Fish and Wildlife Service (Service), announce that
our draft comprehensive conservation plan (CCP) and environmental
assessment (EA) for the Cokeville Meadows National Wildlife Refuge (Refuge)
is available for public review and comment. The draft CCP/EA describes how
the Service intends to
manage this Refuge for the next 15 years.

DATES: To ensure consideration, we must receive your written comments on
the draft CCP/EA by October 21, 2013.

Texas Eastern Appalachia to Market Project; Texas Eastern Transmission, LP,

AGENCY: DEPARTMENT OF ENERGY Federal Energy Regulatory Commission

ACTION: Notice of Availability of the Environmental Assessment for the
Proposed Texas Eastern Appalachia to Market Project

The staff of the Federal Energy Regulatory Commission (FERC or Commission)
has prepared an environmental assessment (EA) for the Texas Eastern
Appalachia to Market Project (TEAM 2014), proposed by Texas Eastern
Transmission, LP (Texas Eastern) in the above-referenced docket. Texas
Eastern requests authorization to construct, modify, operate, and maintain
new natural gas pipeline facilities in Pennsylvania, West Virginia, Ohio,
Kentucky, Tennessee, Alabama, and Mississippi. The project would provide an
additional 600,000 dekatherms per day of natural gas to markets along Texas
Eastern’s system.

development of the Great Lakes Restoration Initiative FY 2015-2019 Action
Plan

SUMMARY: The Environmental Protection Agency (EPA), on behalf of the
federal Great Lakes Restoration Initiative (GLRI) Task Force agencies,
announces a public teleconference of the Great Lakes Advisory Board
(GLAB). The purpose of the teleconference is for the GLAB to discuss
its draft recommendations that will inform the development of a draft
Great Lakes Restoration Initiative FY 2015-2019 Action Plan.

DATES: The public teleconference will be held on October 1, 2013 from
10 a.m. to 11:30 a.m. Central Daylight Time. The teleconference number
is 877-744-6030. Due to budgetary uncertainties, EPA is announcing
this meeting with less than 15 calendar days public notice.
