[MPWG] low value forest materials and Farm Bill

I have general questions as a harvester and distiller.  This is a section of 
the farm bill:

Forestry Bioenergy Research Program - Beginning on page 255:

§  (1) develop technology and techniques to use low value forest materials, 
such as byproducts of forest health treatments and hazardous fuel reduction, 
for the production of energy;


Given forests are not managed for non-timber values, how does forest health 
treatments and hazardous fuel reduction determine "low value species".

The witch hazel we are working with creates a value of  apx $9.00 per wet 
weight lb on a renewable basis with apx 10 lbs harvested on a fair sized 
plant..so $90.00 per plant on a 3 year rotation.

Is anyone working on projects like this or providing input for defining "low 
value" forest materials?
