For info on sources, quality and safety, you can reference the various existing ashwaghanda root monographs (e.g. American Herbal Pharmacopoeia (AHP 2000), Ayurvedic Pharmacopoeia of India (API 1st edition 1989) and Indian Herbal Pharmacopoeia (IHP Revised Edition 2002).
Additionally, the Government of India National Medicinal Plants Board (NMPD) has published cultivation practices for ashwaghanda, available on-line at: http://nmpb.nic.in/ashwagandha.htm as well as cultivation economics for ashwaghanda, available at: http://nmpb.nic.in/cultivation.htm 
Also, the Government of India Department of AYUSH (Ayurveda, Yoga & Naturopathy, Unani, Siddha, and Homoeopathy) has an ashwaghanda root cultivation practices monograph posted at: http://indianmedicine.nic.in/html/plants/mcmain.htm#asw 
Herbal CERPA (Centre for Research, Planning, and Action) has a cultivation feasibility study (cost of cultivation, yield, and income per acre) for ashwaghanda posted in their website at: http://www.herbalcerpa.org/ash.asp as well as a monograph posted at: http://www.herbalcerpa.org/disp.asp?id=160 
Finally, the December 2002 issue of Market News Service for Medicinal Plants & Extracts (MNS No. 5) includes a feature article on ashwaghanda that includes production and marketing scenarios as well as info on quality standards and regulatory status.
