[MPWG] Update on Internet Disconnection at Various DOI Agencies

Hi everyone,

The internet disconnection ruling has be temporarily blocked by the US
Court of Appeals, so the various DOI agencies which were taken offline are
now getting back online.  I know that some of FWS and BLM are back, but it
may take a few days for everyone to get back on.  I'll let you know if I
hear anything about the change becoming permanent or if DOI's going
offline again.
