As a Biologist (Natural Resources Program Manager) for National Capital
Parks-East, your duties will be varied and will include challenging and
rewarding assignments in overseeing park's inventory and environmental
monitoring and research, ecological restoration, urban forestry, and
interagency coordination, compliance and planning. Cooperate in
development of field protocols, coordination of planning and logistics for
field work, analysis of data, preparation and review of technical
documents resulting from research within the park and in support of park
management.
NOTE: If filled at the GS-07 or GS-09 level, position has promotion
potential to the GS-11 grade level without further competition once all
regulatory requirements are met; however promotion is neither automatic
nor guaranteed.

Major Duties:
The incumbent serves as a natural resource management specialist
overseeing the park's inventorying and monitoring program, and the
scientific research, collecting and permitting program. Duties also
include interagency coordination on natural resource and ecological
restoration projects, preparing and reviewing environmental, technical,
and planning documents and writing funding proposals. Cooperates in
development of field protocols, coordination of planning and logistics for
field work, conducting field work, analysis of data, preparation and
review of technical documents resulting from research within park.
Incumbent will identify resource management issues, formulate and evaluate
management alternatives and make recommendations for management action.
Incumbent will also participate in a wide range of other general natural
and cultural resource management activities and programs. This position
requires solid inter-divisional interpersonal and teamwork skills to
facilitate effective management of park resources.
Qualifications:
Summary of Qualification Required: Basic Education Requirements for
Biologist (0401) Candidates must meet qualifications requirements and
time-in-grade requirements by closing date of this vacancy announcement.
1. Degree in biological sciences, agriculture, natural resource
management, chemistry, or related disciplines appropriate to the position.

2. Combination of education and experience--Courses equivalent to a major,
as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic entry qualification requirements,
applicants must have specialized experience and/or directly related
education as follows:
For the GS-07 grade level, applicant must have one (1) year of
graduate-level education or superior academic achievement, or, one (1)
year of specialized experience equivalent to at least the GS-05 level.
This experience is defined as professional scientific work where the
applicant must clearly illustrate recent and progressively responsible
work experience directly related to natural resource and cultural resource
management, collecting field data contributing to the basic natural or
cultural resources inventory of a site or a monitoring program to assess
status and trends of resources condition, identifying species, cultural
objects or sites, measures abundance or condition, environmental
parameters, etc, sufficient to be able to perform the duties of this
position.
Superior Academic Achievement is based on (1) grade-point average, (2)
class standing, or (3) honor society membership. Grade-point Average . a
grade point average of .B. (a GPA of 3.0 or higher) for all completed
undergraduate courses, or those completed in the last 2 full years of
undergraduate study; or a grade point average of .B. (a GPA of 3.5 or
higher) for all courses in your major field of study, or those courses in
your major completed in the last two years of undergraduate study. Class
Standing . rank in the upper one-third of your class in a college or
university. Honor Society Membership . membership in a national honor
society (other than freshman honor societies) recognized by the
Association of College Honor Societies. These honor societies are listed
in the Association of College Honor Societies: Booklet of Information
(1992-95) and/or Baird's Manual of American College Fraternities (1991).
For the GS-09 level, applicant must have two (2) years of progressively
higher level graduate education leading to a master's degree or master's
or equivalent graduate degree, or, one (1) year of specialized experience
equivalent to at least the GS-07 level. This experience is defined as
professional scientific work where the applicant has applied this
knowledge to a natural resources or physical science discipline.
For the GS-11 level, applicant must have three years of progressively
higher level graduate education leading to a PH.D. degree or Ph.D. or
equivalent doctoral degree, or, one (1) year of specialized experience
equivalent to at least the GS-09 level. This experience is defined as
professional scientific work where the applicant has applied professional
scientific knowledge in either complex biological or physical science as
part of a comprehensive resource management program.
Specialized experience is defined as experience that has equipped the
applicant with the particular knowledge, skills, and abilities (KSAs) to
perform successfully the duties of the position, and that is typically in
or related to the position to be filled. Specialized experience includes
professional and practical knowledge of biological, agricultural, public
land use, or related natural resource management practices, principles and
techniques. Knowledge of resources management, environmental compliance
laws, and related laws, policies and procedures. Knowledge of Corps'
Natural Resource Management programs. Knowledge of public land use and
environmental trends, interest, and needs of diversified groups and
organizations. Specialized experience also includes executing research
experiments/studies; planning, directing, and coordinating the activities
of laboratory technicians; assisting in the development of protocols or
plans for specific experiments/studies; etc. Those applying at lower than

separated under honorable conditions may be eligible for veterans'
preference. For service beginning after October 15, 1976, the veteran must
have served the required length of time and have a Campaign Badge,
Expeditionary Medal, a service-connected disability, or have served in the
Gulf War between August 2, 1990, and January 2, 1992.
The Veterans Employment Opportunity Act (VEOA) gives veterans access to
job vacancies that might otherwise be closed to them. The law allows
eligible veterans to compete for vacancies advertised under agency's
promotion procedures when the agency is seeking applications from outside
of its own workforce.
To claim veterans' preference, veterans should be ready to provide a copy
of their DD-214, Certificate of Release or Discharge from Active Duty, or
other proof. Veterans with service connected disability and others
claiming 10 point preference will need to submit Form SF-15, Application
for 10-point Veterans' Preference.

Legal and Regulatory Guidance
Social Security Number - Your Social Security Number is requested under
the authority of Executive Order 9397 to uniquely identify your records
from those of other applicants who may have the same name. As allowed by
law or Presidential directive, your Social Security Number is used to seek
information about you from employers, schools, banks, and others who may
know you. Failure to provide your Social Security Number on your
application materials, will result in your application not being
processed.
Privacy Act - Privacy Act Notice (PL 93-579): The information requested
here is used to determine qualifications for employment and is authorized
under Title 5 U.S.C. 3302 and 3361.
Signature - Before you are hired, you will be required to sign and certify
the accuracy of the information in your application.
False Statements - If you make a false statement in any part of your
application, you may not be hired; you may be fired after you begin work;
or you may be subject to fine, imprisonment, or other disciplinary action.
Selective Service - If you are a male applicant born after December 31,
1959, you must certify that you have registered with the Selective Service
System, or are exempt from having to do so under the Selective Service
Law.
