DUTIES:(The duties described reflect the full performance level of this
position)
Responsible for the pesticides and invasive plants aspects of the Forest
Health Program. As an expert advisor and technical authority on complex
and precedent-setting policy and program issues, develops policies,
strategies, and plans for invasive plants, the use and management of
pesticides, and Forest Health Protection programs for Agency-wide
Application. Analyzes, formulates, and develops ideas, concepts, and
methodology for new revised policies, procedures, and systems for
designing, implementing and evaluating programs related to forestry.
Provides expert technical advice, guidance, and support to Forest Service
units in forest health protection related matters.
Serves as the USDA Forest Service Forest Health Protection National
Program Manager for invasive plants and agency specialist for the use and
management of pesticides. Provides leadership in the development and
management of partnerships with a wide range of natural resources
interests groups and constituencies. Provides program direction, vision,
strategic planning, internal and external networking and participation in
key national meetings.
Serves as a staff specialist responsible for providing technical
leadership and guidance in the major subject areas of invasive plants and
the use and management of pesticides. As a technical authority,
coordinates or develops annual and long-term pest management programs.
Serves as forest invasive plants and pesticide-use coordination expert,
advising managers at the agency level and below by interpreting broad
resource management-related legislation requirements and developing policy
guidelines for their implementation.
