As seen in the attached email, the nomination period for positions on the
DOI National Burned Area Emergency Response (BAER) Teams is now open and
closes February 14, 2007.  BAER Teams consists of resource specialists that
conduct wildfire burned area assessments and develop plans to address post
fire issues such as flash flooding or invasive species.

NPS nominations may be submitted directly to me, Richard Schwab, National
Burned Area Rehab Coordinator, at the address below.  Other Bureaus should
apply through their national coordinator.

We also use this as an opportunity to recruit for local and regional Park
teams.  These teams are usually ad hoc and are built according to the
values to be protected.  Please indicate whether you are interested in
local or national team assignments in your nomination package.

The Department of the Interior is recruiting burned area emergency response
(BAER) technical specialists to work on organized teams and assist bureau
field units conduct post wildfire burned area assessments and develop BAER
Plans.  The Department maintains 2 standing National Interagency BAER Teams
to address complex post wildfire situations that pose immediate and
significant threats to human life and property.  Individual bureaus use ad
hoc regional/state/local BAER Teams to address simpler emergency
stabilization issues dealing with natural and cultural resource
stabilization and recovery. This announcement serves as the recruitment
announcement for the National Interagency BAER Teams as well as ad hoc
bureau regional/state/local teams.

The National Interagency BAER Teams have BAER Document Specialist,
Hydrologist, Soil Scientist, and Team Leader position vacancies. Vacant
positions are open to all interested, permanent full time employees who
meet the Interagency Qualification and Certifications System (IQCS)
training, experience and physical fitness qualifications.  The minimum
period of commitment to National teams is not less than two full fire
seasons and two assignments each year.  Nominations are made in the form of
a memorandum from the employee’s supervisor, forwarded to a bureau National
BAER Coordinator no later than February 14, 2007.  Nomination memorandums
should specify the vacancy of interest and must address the nominee’s
professional, technical, and BAER qualifications for the position.  Be sure
to include all contact information for the nominee (name, business address,
phones-work-cell-fax-home, and email address).  Selections will be made on
February 21, 2007, and all nominees notified of the results no later than
February 28, 2007.

The Department of the Interior is also interested in populating the 10 new
BAER technical specialists positions in the Incident Qualifications and
Certification System (actual creation of the positions in IQCS is scheduled
for January 2007) with qualified individuals for Resource Ordering and
Status System (ROSS) dispatch to ad hoc regional/state/local BAER teams:
BAER Team Leader, Environmental Specialist, Biologist, Botanist, Cultural
Resource Specialist, Hydrologist, Soil Scientist, Geologist, Document
Specialist, and Forester.

In order to have your name inputted into IQCS, individuals who currently
meet the required training, prerequisite position requirements and BAER
planning experience need only document those qualifications with a BAER
position Qualification Checklist, have it signed by that appropriate bureau
IQCS evaluating and certifying official, and have an IQCS incident
qualification card authorizing official enter the data in the IQCS database
along with the a statement in the justification field similar to this:
“This individual is qualified as a (enter the specific BAER position) as
they have fulfilled all the tasks in the Qualification Checklist and have
been on a BAER incident as a (enter the same specific BAER position)".
Current and future trainees for BAER positions will use the individual
Qualification Checklist to record and document their required training and
BAER incident planning experience.
